Payment Rules for Cecil County Birth Certificates

Cecil County has strict payment rules that differ from most other Maryland counties. The fee is $25 per certified copy of a birth certificate. The office accepts cash or credit card only. They do not take checks. They also do not accept debit cards.

If you are paying cash, you must bring the exact amount. The Cecil County Health Department cannot make change, and they will not accept bills larger than $20. If you bring a $50 or $100 bill, you will not be able to pay. This is an important detail to get right before you arrive. If you are not sure whether you can pay with a credit card, call 410-996-5550 to confirm current accepted payment types before your appointment. Showing up without the right payment means your visit will not result in a certificate that day.

Important: Cash only: bring exact amount in bills of $20 or smaller. Credit card accepted. No checks. No debit cards. If paying cash, do not bring bills larger than $20.

Access to certified Cecil County birth certificates is limited under Maryland law. The eligible requesters are the person named on the certificate, the parents named on the certificate, and court-appointed legal guardians who have written proof of guardianship. Anyone acting as a representative for one of those people must bring a notarized authorization document and their own valid photo ID.

For same-day service at the Cecil County Health Department, you need a valid, unexpired government-issued photo ID. The ID must show the date it was issued and the expiration date. Both pieces of information must be visible and current. A state driver's license, Maryland ID, or U.S. passport all work for this purpose. If your ID is expired or does not include both dates, you will not receive same-day service.

If you do not have a qualifying photo ID, you can still get a Cecil County birth certificate, but it will be mailed to you rather than handed over at the appointment. In that situation, you must provide two different types of documents from two different sources, both showing your current mailing address. The two documents cannot be the same type. For example, bringing two pay stubs from the same employer does not satisfy the requirement. You need two separate document types.

Acceptable alternative identity documents for this purpose include a current car registration, a letter from a government agency requesting the vital record, a utility bill with your current address, an income tax return or W-2, a pay stub, a bank statement, or a lease or rental agreement. The two documents you choose must be from different categories, not just different issuers.

What Cecil County Birth Records Contain

A certified Cecil County birth certificate shows the key facts recorded at the time of birth. This includes the full name given to the child, the date of birth, the county and location where the birth occurred, and the names of the parents as they appear on the original registration. The level of detail can vary somewhat based on when the birth took place, since record-keeping practices changed over the decades.

Cecil County birth records go back to 1939 at the local health department, which is slightly earlier than the 1940 cutoff common at many other Maryland county offices. If you need a birth record from before 1939, you will need to contact the Maryland State Archives in Annapolis. The archives hold older vital records from all Maryland counties, including Cecil, and staff can help you search for records that fall outside the local department's range. The archives are at 350 Rowe Boulevard, Annapolis, MD 21401, and the phone is 410-260-6400.

A certified Cecil County birth certificate is accepted for many official purposes: passport applications, school enrollment, driver's license and state ID applications, Social Security registrations, name change filings, and marriage license applications all commonly require one. Most of these agencies want a certified original copy, not a photocopy. Make sure you request a certified copy with the appropriate security features when you place your order.

State-Level Options for Cecil County Birth Records

If you cannot get to the Cecil County Health Department or prefer to go through the state, the Maryland Division of Vital Records in Baltimore holds the same records. Every Cecil County birth record is also on file at the state level. The state office serves people who live outside Cecil County or who need a record and cannot make it to Elkton.

The Division of Vital Records is located at 6764-B Reisterstown Road, Reisterstown Road Plaza, Baltimore, MD 21215. Visits require an appointment. Call 410-764-3038 or 1-800-832-3277 to schedule. The state fee for a mailed birth certificate request is $10 per copy. For mail orders, send a check or money order payable to "Division of Vital Records," along with a photocopy of your photo ID, a self-addressed envelope, and the applicable fee to P.O. Box 68760, Baltimore, MD 21215-0036. Do not send cash through the mail.

Online orders for Cecil County birth records are available through VitalChek at www.vitalchek.com. VitalChek is the only vendor the state of Maryland has authorized for online vital records orders. Additional service fees apply, but all major credit cards are accepted. This is a good choice if you need to order quickly and cannot visit an office in person. Be cautious about other websites offering Maryland birth certificates. The state has warned that VitalChek is the only authorized online source, and unlicensed sites may not provide what they promise.

Note: The Maryland Division of Vital Records will never ask for your Social Security number or your credit card PIN. If you receive any contact asking for this information from someone claiming to be the state vital records office, do not comply.

Correcting Cecil County Birth Records

If you find a mistake on a Cecil County birth certificate, the correction process goes through the Maryland Division of Vital Records in Baltimore. The Cecil County Health Department does not process corrections. This is consistent with how corrections work in all Maryland counties.

For a child under one year old, a parent can file a notarized affidavit with the state to request a correction. That process is free. For anyone age one or older, a court order is required before the state will make a significant change to a birth record. Some smaller administrative errors may be handled differently, so it is best to call the Division of Vital Records at 410-764-3038 before starting the process to find out exactly what documents your situation requires. Sending incomplete paperwork will delay the correction, so take the time to confirm the requirements first.

The archives staff can help you figure out which repository has the records you need if your research crosses into neighboring states.
